Human-to-human transmission is now confirmed showing potential for another pandemic of zoonotic disease, with an extremely high mortality rate. Effective surveillance strategies are required in countries with a high influx of migrants from the Middle East to mitigate the probable importation of MERS-CoV. We discuss here the risk of MERS-CoV in major labor sending countries and list the probable strategies for control and prevention of MERS-CoV using Sri Lanka as an example. It is conservatively estimated that 10% of Sri Lanka’s population work as international labor migrants (1.8 to 2 million workers), with 93% residing in the Middle East. An average of 720 workers depart each day, with the majority of these workers (71%) departing to the Kingdom of Saudi Arabia (the country with 81.5% of total MERS-CoV cases). We also describe other inbound migration categories such as tourists and resident visa holders relevant to the context of preparedness and planning. The importance of partnerships between public health authorities at national and regional levels with labor migration networks to establish institutional and/or policy mechanisms are highlighted for ensuring effective preparedness and response planning. Strategies that can be taken by public health authorities working in both labor sending and labor receiving counties are also described.  The strategies described here may be useful for other labor sending country contexts in Asia with a high frequency and volume of migrant workers to and from the Gulf region. En este artículo se han utilizado estrategias del análisis del discurso que permiten la comprensión de dicha encíclica desde perspectivas ricouriana y bajtiniana, de algunas dinámicas inherentes al texto y al mensaje que se expresa a través de la intertextualidad y la intratextualidad. La intertextualidad reconoce a los autores que preceden a la elaboración de Laudato si’, y que contribuyen a la exposición del pensamiento socioambiental de nuestro tiempo. El análisis de la intratextualidad acerca al lector a una ruta comprensiva basada en tres términos: cultura del descarte-crisis, ambiental-ecología e integral. Hacia el final del artículo, se analizan aquellas narrativas en las cuales se cruza el lenguaje ambiental y el religioso. El análisis del discurso ha permitido identificar el mensaje de Laudato si’ como un concierto con diferentes voces, algunas veces haciendo armonía y en otras ocasiones con contraposiciones explícitas e implícitas. Es interesante identificar la continuidad de algunas ideas movilizadas por el magisterio de la Iglesia católica y, al mismo tiempo, observar la novedad presente en el discurso del papa Francisco, así como los temas que quedan pendientes. Una limitación del trabajo está dada por la extensión y la diversidad de temas ambientales que discute, puesto que cada aspecto de la crisis ambiental y la forma de hacerle frente, podría abordarse ampliamente tanto desde la construcción dominante del discurso de las instituciones internacionales, como desde una posición más crítica acerca de los intereses que están detrás de los argumentos sobre los cuales se construye la propuesta de la ecología integral. The COVID-19 pandemic has highlighted the devastating impacts that an emerging pathogen, of animal origin, can have on human societies and economies. A number of scholars have called for the wider adoption of “One Health integrated approaches” to better prevent, and respond to, the threats of emerging zoonotic diseases. However, there are theoretical and practical challenges that have precluded the full development and practical implementation of this approach. Whilst integrated approaches to health are increasingly adopting a social-ecological system framework (SES), the lack of clarity in framing the key concept of resilience in health contexts remains a major barrier to its implementation by scientists and practitioners. We propose an operational framework, based on a transdisciplinary definition of Socio-Ecological System Health (SESH) that explicitly links health and ecosystem management with the resilience of SES, and the adaptive capacity of the actors and agents within SES, to prevent and cope with emerging health and environmental risks. We focus on agricultural transitions that play a critical role in disease emergence and biodiversity conservation, to illustrate the proposed participatory framework to frame and co-design SESH interventions. Finally, we highlight critical changes that are needed from researchers, policy makers and donors, in order to engage communities and other stakeholders involved in the management of their own health and that of the underpinning ecosystems.
