A partir da coleta de informações com produtores rurais familiares distribuídos por quatro municípios do norte mato-grossense que fornecem matéria-prima para a produção de biodiesel, foi possível identificar que existe um predomínio do cultivo de soja para atender aos requisitos do Programa, e mesmo com as limitações existentes para a soja na agricultura familiar, os produtores são capazes de desempenhar essa atividade dadas as suas condições de capital. Por meio da Análise Envoltória de Dados (DEA), também foi possível comparar a eficiência dos produtores, identificando que grande parte deles possui uma boa eficiência em relação à renda e à produção. Por isso, vários governos orientaram para lá programas de desenvolvimento rural. Mas esses esforços não produziram bons resultados. Este artigo analisa as relações entre programas públicos e agricultura familiar, fazendo um balanço dos métodos e resultados das últimas três décadas. Conclui pela necessidade de incorporar as especificidades de história, ambientes e sociedade aos programas, que deveriam partir das experiências das organizações da região e se ajustar às ações e à cultura desses agricultores.The agrarian conditions and the low relative levels of the socioeconomic indicators cause the area of the 'High Jequitinhonha Valley', in the northeast of the State of Minas Gerais, to be considered one of the most complex areas of Brazil. For this reason several governanmental administrations have recommended rural development programs. Most of these efforts, however, have not produced adequate results. This article analyzes the relationships between public programs and family farming, making a survey of the methods and results of the last three decades. It concludes that there is a need to incorporate the specificities of history, environment and culture into the rural programs. It is suggested that the programs take into consideration the experience accumulated by the regional organizations and be adjusted to the interest and culture of the local family producers. Particularmente, em relação à produção familiar, observa-se que as transformações estruturais em curso impactaram decisivamente a sua forma de reprodução e as suas relações de trabalho. As mudanças na estrutura ocupacional rural em Santa Catarina indicam o decréscimo de pessoas ocupadas em atividades estritamente agrícolas e o aumento das ocupações não-agrícolas. A diversidade social e econômica entre as diferentes regiões sugere que esse processo está longe de ser homogêneo, em especial, na Região Oeste de Santa Catarina, cuja base econômica é a agropecuária e as oportunidades de trabalho em atividades não-agrícolas no meio rural apresentam-se ainda bastante limitadas. Políticas públicas para o desenvolvimento rural devem levar em conta as especificidades regionais e valorizar as potencialidades locais.
