Para tanto nos embasamos em uma revisão bibliográfica crítica tanto de documentos que dizem respeito ao PRONAF quanto de trabalhos de alguns estudiosos que abordam a categoria “agricultura familiar” como Abramovay (1992), Lamarche (1993), Fernandes (2002), Oliveira (2007) e Marques (2008). As diretrizes das políticas públicas de desenvolvimento rural ao produzirem o PRONAF enquanto política de crédito e incorporarem a categoria “agricultura familiar”, em detrimento de campesinato, optam pela negação do conflito subjacente à questão agrária brasileira. Ao mesmo tempo, abrem por meio do PRONAF uma verdadeira “arena política”, a partir da qual os camponeses podem engendrar novas reivindicações nas esferas pública e estatal.
