The present work, through a case study of the Settlement Conquest in Campo Grande / MS, aims to demonstrate the fragility of settlements in the face of economic and social development. Settlers face cultural dogmas and no administrative management, basic guidelines for managing their own business, cannot achieve a family or community quality of life. Government programs and projects are not adhered to as planned, as there are delays in funding and technical follow-up. Simultaneously, the study proposes alternative crops and a line of action in the path of cooperativism, for local and sustainable development, supporting the tripod of social responsibility with economic and cultural growth.
