rom the most recent advances theoretical and methodological approach and study of the phenomenon of poverty, as well as, in the light of the variables involved in the definition offered by FAO on the concept of food security, review of dimension and scope of rural poverty in Mexico and USA. A comparative analysis of the concept, approach and tools used by each Government to meet and offer alternative solutions to the problem of food poverty in the rural and non-urban, finding that poverty as a multidimensional phenomenon, the solution must be comprehensive. The national State can address the problem in a global market environment?
